CIS2 supports DHS information by providing the following five major capabilities: 1) Enables DHS field offices, Ports of Entry (POE), and adjudications and inspection sites to promptly access accurate biographical and status information on individuals seeking legal entry to, or residence in the United States, thus ensuring proper entry and granting of benefits to eligible individuals. CIS2 also assists the DHS in the identification of individuals who violate the terms of their stay, who enter the United States illegally, or who are otherwise not entitled to entry or benefits; 2) Provides reliable and timely information to DHS officials on the RAILS file location and status information and enables retrieval of the necessary A-Files; 3) Provides reports and extracts to the DHS and other Government agencies, including the Department of State (DOS) and Department of Justice (DOJ). CIS2 is the system of record for 8 USC Section 1367 protected data and shares this data with other DHS components and the DOS so they can flag Section 1367 records within their own datasets; 4) Enables the DHS to monitor areas of progress and problems within the Service that require attention or action; and 5) Provides security and audit trail capabilities for search and update activities in CIS2 through the Transaction Record Keeping System (TRKS).
