Scout is a Department of Buildings (DOB) and Department of Licensing and Consumer Protection (DLCP) online resource that allows users to research real property, licensing, permit, regulatory and enforcement information on specific properties and businesses across the District of Columbia. Users may search by a specific street address, business or person name, permit or license number. Scout is built on the Comprehensive Property Management System (CPMS). CPMS gathers information from many sources from within and outside of the agency sources, including: Accela (i.e. Licensing, Permitting, Inspections), the Office of Tax and Revenue (i.e. Real Property Database, Computer Assisted Mass Appraisal systems), the Department of Transportation (i.e. Transportation Online Permitting System) and the Office of the Chief Technology Officer (i.e. Master Address Repository.) The new system requires a login account for security purposes and to prevent bots from slowing down the system. To login to Scout the application uses an AccessDC account - a common digital identity.
