CFSR Reviewer Qualifications

The Child Welfare Reviews Project assists the Children's Bureau in recruiting and maintaining a national pool of Child and Family Services Review (CFSR) reviewers, who are qualified child welfare professionals who meet established minimum education and experience requirements. The qualifications for individuals interested in participating as CFSR Reviewers are discussed below. CFSR reviewers, quality assurance specialists, and note-taking specialists (collectively referred to as “agile staff”) are child welfare experts with experience in making professional judgments based on information collected from various sources. They apply this knowledge to participate in the CFSRs. The following are the minimum qualifications for agile staff: The following are the preferred qualifications for CFSR reviewers: Preference will be given to individuals who are experienced in applying the Onsite Review Instrument and Instructions and/or demonstrate fluency in Spanish and/or lived experience within the child welfare system or within indigenous or tribal social services.
