ELIS - Electronic Immigration System

The USCIS Transformation Program (Transformation), a DHS Level 1 Acquisition Program, was established to modernize USCIS operations away from paper and towards electronic end-to-end benefits case management and adjudication. The result is ELIS – USCIS’ Electronic Immigration System. ELIS is central to a core group of USCIS systems that provide mission essential capabilities that:rn•tDeliver case intake and account management, benefits case processing and electronic document management;rn•tIntegrate with mission essential USCIS systems and services;rn•tEnhance adjudicator effectiveness by ensuring all relevant data is available and accurate for decisions;rn•tProvide advanced capabilities for fraud detection, national security, and customer service.rnTransformation’s outcome-oriented focus guided ELIS delivery toward improving decision effectiveness, increasing security, decreasing case adjudication and lead times, integrating with mission essential systems, decreasing legacy system maintenance, reducing dependency on paper, and increasing USCIS full electronic case workload.
