Emergency Services Billing Rates - Code Rates
The Texas Department of Insurance (TDI) collects and reports information about billing rates for emergency service providers as set by the political subdivisions. This dataset lists the procedure codes and the rates for residents of that political subdivision and for non-residents if that rate differs. For each year that data has been reported, there is a row for each procedure code and the rates set by a political subdivision. For each rate reported in 2025, where there is a corresponding rate for 2024, the dataset includes a calculated Validation Rate and a Compliance field. The Validation Rate is the maximum rate for 2025 that would be compliant with the statutory limit. The Validation Rate is calculated by multiplying the 2024 rate by 1.024. This reflects the Medicare Ambulance Inflation Rate of 2.4% for 2025. A rate reported for 2025 is Noncompliant if it exceeds the Validation Rate.
The Texas Legislature first authorized political subdivisions to submit rates for emergency medical services in 2023 under Senate Bill 2476. In 2025, the Texas legislature extended the statute by passing Senate Bill 916, which allows a political subdivision to annually adjust a rate submitted under Insurance Code section 38.006, subject to certain limits.
