The purpose of the second national incidence study was to assess the current national incidence of child abuse and neglect, and to determine how the severity, frequency, and character of child maltreatment changed since the first national incidence study. As a follow-up to the first national incidence study, the second study followed essentially the same design. However, this study included an updated set of definitions based on the “harm standard.” Original definitions (from 1980) were also used so that comparisons could be made to the first study.
