This resource provides a transcript of Plenary Session IV of the 16th National Conference on Child Abuse and Neglect. The Honorable Stephen M. Rubin describes how one community used collaboration over a ten-year period to reform its child welfare system totally. He explores the annual goals of the collaboration, as well as the process implemented to realize these goals across multiple systems. Judge Rubin, a practicing lawyer for 12 years prior to his appointment to the Pima County Bench in 1987, has served as an Adjunct Professor of Law at the University of Arizona College of Law; as co-creator of the Child Abuse and Neglect Institute offered annually at the National College of Juvenile Law in Reno, Nevada; and as President of the National Council of Juvenile and Family Court Judges and, currently, as Immediate Past President.
