Rhode Island Avenue Metro Underpass Flood Hazard Area

On August 14, 2023, approximately 2 inches of rain fell in less than an hour at this location, flooding the underpass, stranding cars, and filling a pet daycare business with 6 feet of water. To account for this area’s history of flooding and recent property damage and loss of life, the DC Flood Hazard Rules now regulate land near this location that is below the NAVD88 elevation of 94.5 feet.This elevation is derived by adding 5.5 feet to the at-grade elevation of 89 feet NAVD88 of the pet daycare storefront that was flooded. 5.5 feet is used because it is a close approximation of the reported 6 feet of water in the facility and OCTO has contour data for the elevation of 94.5 feet NAVD88.
